Buying a home in North Cyprus gives a foreigner a legal basis for obtaining a residence permit. It is one of the most straightforward ways to live on the island all year round: you own a house or an apartment and, on this basis, gain the right to live in it permanently. Let’s look at which requirements you need to meet, how the application works and what a residence permit does not give you.
Do you need a residence permit if you already own property?
Yes. The purchase itself does not automatically grant a residence permit: the owner submits a separate application. Without a residence permit, a foreigner stays in the country as a tourist. On entry, the border service may allow a stay of up to 90 days; for a longer stay, a residence permit is required.
Key requirements for a property owner’s residence permit
The home must be suitable for living in and used for this purpose. The basis is specifically the residential property you live in.
You can apply before the title deed is issued. If the property was bought under a contract (for example, a new build on a payment plan), you can apply for a residence permit once two conditions are met:
- at least one third of the property price has been paid;
- an application has been submitted to the Council of Ministers for permission to purchase the property.
Proof of income. The applicant must show a regular income, the amount of which is linked to the minimum wage in the TRNC. If the property is still being paid for under a contract, the income must cover the monthly instalment plus the required minimum on top of it.
One property, one residence permit for co-owners. If the title deed is divided into shares and one co-owner has already obtained a residence permit on its basis, no residence permit will be issued to another co-owner for the same property. This does not affect a spouse and children: they can obtain a family residence permit, with the family member who already holds a residence permit acting as sponsor.
Application process: step by step
- Purchase and acquisition permission. Foreigners buy property in the TRNC with the approval of the Council of Ministers; the application is submitted through the Ministry of Interior.
- Submitting the residence permit application. Documents must be submitted no later than 30 days from the start of the stay permitted on entry. The application is accepted by the immigration unit of the district police directorate responsible for your place of residence. Where online submission is available through the official website of the Immigration Department, the application is submitted this way.
- Review. The district unit reviews the application and forwards it to the Immigration Department with its opinion within 10 days.
- Medical report. After the application has been forwarded to the Department, the applicant submits a health report. It is important to meet the deadline: if the report is not received within 30 days of the application date, the application is rejected and the foreigner is given five days to leave the country.
- Issuing the residence permit. If no further checks are needed, the residence permit is issued as soon as the report is received.
Renewal and the path to permanent residence
A property owner’s residence permit is not indefinite: it must be renewed regularly. A renewal application is submitted no earlier than 60 days and no later than 20 days before the current permit expires. The basis for the permit is home ownership, so the property must remain in your ownership at the time of renewal.
The permit period grows the longer you live in the country. In the first years, the permit is usually issued for one year. Once the title deed is registered in your name, the residence permit is renewed for a longer period.
For those with long-term plans on the island, TRNC law provides for the next step: permanent residence. It is granted under a separate law and does not require regular renewal. You can apply for it after several years of legal residence, provided the other legal requirements are met.
What a residence permit does and does not give you
A property owner’s residence permit allows you to live legally in North Cyprus without being limited by the tourist period. At the same time, it is important to understand its limits:
- It is not a work permit. The right to work is obtained separately, and a residence permit does not replace it.
- It is valid only in the TRNC. A North Cyprus residence permit does not give the right to reside in the Republic of Cyprus or in EU countries.
