EU Assistance Programme for the TRNC

The Commission supports the ongoing negotiations on the Cyprus settlement and implements a programme of assistance for the Turkish Cypriot community.

EU Assistance Program for the TRNC. Since 2006, there has been a program of financing for Northern Cyprus from the European Union. The main mission and objective of this programme is “to end the isolation of the Turkish Cypriot community and to contribute to the reunification of Cyprus by encouraging the economic development of the Turkish Cypriot community”. Program:

  • Economic integration of the island
  • improving contacts between the two communities and with the EU
  • preparation for the EU Code of Laws (also called the EU Code of Laws) after a comprehensive settlement of the Cyprus issue.

Between 2006 and 2018, the EU allocated almost €520 million projects in support of the Turkish Cypriot community. The Directorate-General for Support to Structural Reforms (EUPSO) personally acted as a contact person for the beneficiary community and is still helping by delivering aid to the TRNC. Also, since 2006, the European Union has been supporting the socio-economic development of the Turkish Cypriot community, including the improvement of economic conditions and the quality of life in the rural areas of Northern Cyprus. These projects improve infrastructure, protect the environment according to European standards. For example, since 2006, 40 million euros have been allocated to the qualification development program.

Among the objectives of the EU assistance programme

  • Development and renewal of infrastructure (especially in the fields of energy, transport, environment, telecommunications and water supply)
  • Promotion of the socio-economic development of the Turkish Cypriot community (especially rural development, human resources development and regional development)
  • Supporting reconciliation, confidence-building and civil society on the island
  • Bringing the Turkish Cypriot community closer to the EU through information and communication between Turkish Cypriots and EU citizens
  • Once a comprehensive solution to the Cyprus problem has been agreed, it includes assistance to the Turkish Cypriot community in preparing for the implementation of EU legislation

Infrastructure development

The main objective is to address gaps in basic infrastructure and services. The areas of water, energy, telecommunications and transport are the goals that have been achieved during this period of time. Since 2007, the EU has invested around €190 million to support the development and restructuring of infrastructure in the Turkish Cypriot community. A large part of this budget is allocated to urgent and necessary construction and repair work in the field of environmental protection. The EU has invested only €17.7 million in Local Infrastructure Services since 2019.

A total of €122.5 million has been allocated under the EU Assistance Programme to improve water supply and sanitation infrastructure. In 2018, 10.9 million euros were allocated for the construction of the main sewer line in Nicosia. And for example, 19.5 million euros were allocated within the framework of the solid waste program. Between 2012 and 2014, the EU allocated funds to combat waste. By the way, the solid waste landfill in Güngör/Kutsoventis was put into operation in 2012 with European finances of 3.5 million euros. Since 2009, the European Union has allocated more than 5 million euros for the protection of nature. Also, from 2009 to 2013, the EU allocated 3 million euros for road safety. Many programs are still in operation today.

Support to the socio-economic sector

Support for rural development has been an important component of the EU assistance programme. The main objectives of the Sector Programme for Rural Development (KKSP) are to help improve living conditions in rural areas. Today, agriculture is the basis for a nutritious diet and a variety of fruits and vegetables in North Cyprus. A €2.4 million consultancy service that was initiated to further develop agricultural practices in the Turkish Cypriot community.

By the way, in total, more than 15 million euros have been allocated for animal husbandry and veterinary medicine. Local ministers reported to Europe and said that all the funds were spent for their intended purpose.

Grant Development in the TRNC

The Human Resource Development Program aims to improve the workforce and skills in the TRNC. For this purpose, Europe allocated 14.8 million euros in the form of grants. EU support to this development sector has been of great help to teachers, students and skilled workers. “We appreciate Europe’s love and care for Northern Cyprus. We have succeeded in many things. The goals are visible and we are moving towards them clearly,” the TRNC Ministry of Education said.

Vision 2030

The seminar on the “Vision 2030” education strategy plan, organized by the Department of Education, dotted many i’s. It is necessary to look to the future, leaving aside the vicious circle of non-educational discussions. In education, there should be quality, not quantity.
